I've never been banned for this nor am I currently banned, but I always wondered why "multiple bans" can be a reasoning behind someone copping a large ban time.

If the person has already been punished for prior offences how can you punish them for that again. That sounds like the dumbest reasoning behind somebody copping a 4k hour ban.

Meanwhile you have Paddie, running around constantly abusing people, making alts to get pass blocks so she can constantly harass you and staff haven't even done a thing?

I believe the ban is placed only after someone makes an offence and it is a recurring problem with them.

If Player A gets banned let's say five times and each ban is 168 hours (one week) and he then proceeds to get banned a sixth time the 168 hour ban is clearly not stopping said player from continuing to repeat the offence so they then deliver a much longer ban as 'multiple bans' because the person is a repeat offender and is not stopping.

Don't think people are just randomly banned for no reason other than having prior bans on their account.

This is a pretty good explanation of it. In some cases, it is used as an "other" offense when somebody has done something really awful that isn't properly covered by our other offense reasons.

Bans and such aren't public. You generally won't know when or what actions are taken against a certain person.

I'm finding it hard to understand what you're trying to say. Some of those won't result in a ban at all, unless you're still doing it after being disconnected and warped a few times.

If your question is if it is used because you've been banned for a lot of different things, the answer is no.  

What kinda actions would be taken against someone starting an argument/false harassment report to get someone banned?  

on Zone I used that reason for someone who had a lot of bans with minor consequences like general harassment, vulgar language, etc. when I caught them doing it again. Exactly what Colin said. I also used that reason for players who were evading ban on an alternate account so they would usually get banned longer on that alternate account.

What does "false ban" means? Some people usually get banned for a long time with multiple bans (apparently, for no reason) then they send an appeal ticket and admins check if it's a false ban, if it was they un-ban the person.
Does it mean when admins accidentally ban people?

Pretty sure that there a lot of false bans as example Bryan got banned for 3months once for hacking even tho he only PKed MoD, the Admin who banned him told him after he got fired that he accidentally banned the wrong person(him), I received a few warnings too for reporting a speed hacker and prolly even got banned a few times for that.

Instances of "false" bans are very, very rare. The vast majority of the time people who claim they were banned for no reason are lying. In the case that they aren't, support.toonslab.com unbans them.

I legit reported a speed hacker in swamp, marshmallow did warned me instead of the speed hacker.
Anyway I don't feel like discussing, you can check it again/see the warning I got from marshmallow or not.

I do agree that it's very rare to happen and the prove is, almost all players that sent an appeal ticket dont get unbanned, which means that their ban isn't a false ban.
A lot of people assume that toonslab ignores tickets (I used to assume the same too) but now I wouldn't say "ignore" I would say clarify because, if you sent an appeal ticket to toonslab and didnt get unbanned this would means that your ban isn't a false ban in-fact, you was banned for a reason.  

I provided a bible of evidence to Toonslab about this "hacking/cheating" offense that was put on me and it still wasn't overturned. From my IP Address, Network Speeds, IOS Software, anything that I can think of in technical terms. It's the only offense I question being on my account from the other 6. So to the inexperienced GP that mistakenly did it, screw you.
