What might be more reliable is a script that detects sword speed/blink speed instead of running speed. Not sure if that would make much of a difference but no harm in brainstorming.

Lag reduces your FPS Not increase them.
The latency you are talking about can be easily overcome by only observing the server wide FPS and not the client side FPS.

A speed tester would be good eg if you're going faster than normal, an admin teleports to you. If you are truly hacking then you get a ban? idk

There's plenty of potential for false positives due to the nature of networks.

Problem is that people speed hack in spars at small intervals that are not really trusted as "detectable" by eye, so a scripted system is really the only way

There are people speedhacking that are easily detected by eye. Not detectable by eye isn't nearly as big of an issue, though it is still an issue.

Doesn't it shows up on RC when someone goes too fast??

When I was an admin, it did, and usually it was correct. Supposedly on iClassic there were a lot of false positives.  

There was a speed hacker in Pyrat Bay, believe he was in the guild (Zo), tried reporting for an estimate of 1-2 hours and nothing.

They start with the latest reports and if the Person either goes offline or so most admins (from what I know from iEra, and theres really not such a big difference between iEra and iClassic staff) will just delete the Report because some think the Situation got handled of or theyre just lazy.
But I mean I dont know the iclassic Team so they might be stricter on that.
Probably way stricter somewhat

iEra team is probrably less strict, but does their job very well.

Going to bump; purely because of this reason.
In the spar room today I qued within 6 minutes I had a match, a player named "Fung Si Yan" using one of thallens slots. I get the first hit and his health shows that he's on "1" already I continue to avoid him and score hits, no health taken off. he stops and pauses, toggles his speed and continues sparring. Still can't hit me toggles his speed again and continues missing. this goes on for a while until he finally beats me. everyone around me claimed to have reported him. he see's this and speeds to the door and to the next room and continuing to ruin people's fun without any staff doing anything about him. I can guarantee 2 outcomes in this case.
1) he continues to go unnoticed.
2) he get's an IP ban uses a VPN and comes back.

I was sparring a hacker and within 2 minutes she was banned. I guess it depends on what admins are on.
