Hire a Guns Admin.

Gun stats need revamped AGAIN and leaving this issue to sheriffs obviously hasnt worked in the past. Only time when gun stats were great with few complaints was when there was a guns admin. Having 1 person deal with weapons stats as a whole and thats it would be nice. Shotguns are the biggest problem right now.
