That's the worst starter pack I've seen in a while. Not really accurate.

Using hacks for Overwatch (PC) doesn't really have anything to do with hiding your taskbar, as the window usually closes itself after injecting the .ddl. A gamimg mouse, most likely with built in macros, isn't really hacking imo even though it's not allowed. And using a VPN = ???

Because when people record...they can hide their cheat engine or whatever software they use...so to all of us it looks like they aren't using anything but in actual fact they are.
