I think that the flaw is how the data is handled as opposed to having too many users online.
Ultimately it's just a hunch, but I think that getting an upgrade would be a semi waste of time, if we're gunna run into this problem 300 more players down the line, why not spend time upgrading the code instead of the server.
Again, just a hunch. I could be entirely off

Surely it can't just be the coding?
(theory) If so, then can't they just let players opt out of what they want to be sent to them? Channels and what not, then the server won't be sending (in real-time) all the players to everyone around each other.
Once a channel is full, let's say channel 1, then the next people that login are sent to channel 2. You can even choose another channel if you want ch. 3-9.
This way the server doesn't have to send a lot of players and levels to you constantly.
Max amount of players per channel in graal city? Maybe 30?
No idea if channels would reduce the amount of work on the server.
Maybe, they could send data a little slower in highly populated areas?
These are all just questions, mostly because it's very complicated to enjoy other activities besides idling and chatting. I know that's what graal is mostly intended for (A social mmo), but it's annoying to have to wake up at 4-5am or stay up very late just to spar, bk, and what not.
