Ok well there's the rating game with Rias and Sitri. There's character developement with Koneko and Akeno. There's some things going on with Asia Argento which will be revealed more in episode 7. There's also the underworld training with Azazel.

Basically, LN's 5-7

YEEEEEES. ALL DEM PLOTTT!

In all honesty, yes. It has comedy, action, romance, and a bit of ecchi. DxD all around is a well produced show, with not just fanservice. People tend to brush it off as that, and yes, it does have its fanservice moments. But DxD is much, MUCH more than just that.

Solid 10/10
