Thought I would just create a central place for help and tutorials on the new quest.

Getting the flippers

1. First finish the scarf quest if you have not already
2. Go to the bridge and talk to Toll Guy
3. Pay 500 and recieve a fish after talking for a while
4. Head over to the York railroad and enter the cave above the bridge in York
5. Towards the top of the cave there is a waterfall, enter it
6. Stand in the blue puddle in the middle of the room and use your fish  

how about teh flipper upgrade?

I am sure you don't need it, but for people who do I have made one.

i have the goggles what do they do? is it diving for loot? Also is there any other places like the waterfall to get to the goggles?

It lets you stay underwater longer than before.  

Quick tutorial on how to use the flippers.

The flippers are used to dive under any body of water. They must be used on the 'tiny dots' found in water, in order to acquire loot.

1. Toggle flippers on tiny water dot
2. Wait until an exclamation mark appears
3. Toggle flippers again to acquire random loot

Different loot found in different terrain has yet to be confirmed. So far, hats as well as gralats can also be found.

When i do this the dot disappears ;_;  

dot disappears, but then an exclamation point should show up. tap the flipper button then. anyone know if you have to equip the goggles for use?

No, it's automatic.  

This is a guide on how to get to bandit camp and how to get flippers extension. The extension (goggles) improves the items while diving.
If you wish to find it on your own, please do not click spoiler.

Spoiler

1.Start at east Swamp. Have your draisine ready. For the bandit camp you do not need flippers, but for goggles you do.
2. Ride your draisine east (-->) into the caves, untill you see a light and a chest.
3. Approaching very soon, you will see this.
4. Towards the middle, HOLD up, onto an invisible railroad track.
5. Bomb the entrance.
6. In the caves, go up, up, up steps and up. Not too sure which need to be bombed, because i already did it, but I am sure you can figure it out or see others doing it.
7. Use flippers in the water to the left of room.
8. Watch Graalian fall helplessly on his face. Open chest, tada.

Extra sh*t, pro tips:
1. Most boxes can be pushed.
2. If it looks like an entrance, bomb it.
3. Purple chests give good items/loot.
4. Bandits drop a rusty key.
