They are legal. Just like DVD players aren't illegal because they can play pirated movies. Emulators = legal. Roms = illegal(sort of, it's weird).  

Then what the hell are you going to do with one without downloading roms.

It doesn't matter, as that's how it works. In this instance you spewed out something like it's fact when you actually had no clue.

Anyways homebrewing is a thing. People make their own games, and using emulators makes it so people can play them without cracking their console/handheld.  

(Pretty irrelevant but I'm gonna post it anyways) How do I get 3DS output on my TV or Wii U?

I had read something on Nintendo's website a while ago, and read something about it being illegal. But my memory was off, and it pretty much said what you told me.

Would making an edit of a game, such as ash grey, be illegal? I come to realize that I don't know too much about the boundaries.

Publishers(like Nintendo) will also say it's illegal to own backups of your games, but last I remember we are allowed to own a backup copy of our game(rom) if we have the physical copy. This is just what I remember reading a while ago though.

Editing games might be okay, but distributing them is not.

I believe some guy will mod a 3DS so it can output for recording and such. I'm sure a little googling will turn something up.

Who cares, emulators are legal. Like owning a knife is legal but stabbing someone is illegal.  

Back to the point of the thread, no there isn't any emulator, one advertised are usually virus. If you do get hold one, I am pretty sure they are bad quality. To the legal issues, owning the roms are illegal IF you do not own the game physically.  

I heard DraStic for Android worked, but it's $8.00 and not 3DS-enabled.

Yes, I've seen many Youtubers like ChuggaConroy get this. The guy goes into your 3ds, which you send him, and bam. Instant Capture.
