xenthic's guild was xzenix (ty striken), the hat was a white and black recolored version of 6k win golden wing helm.
when their hat was first distributed, the forehead part was invisible. they got that fixed. so it wasn't a complete revision.

Well that sounds like they fixed a problem with the hat...transparency problems happen and you don't see them until you're actually wearing it, so editing that is fine.
although u answered all my questions, i still feel like there's a different reason behind all this.
like 1k guild get passed on to somebody else and they request the hat change. to prevent that kind of thing.

If the guild gets passed on then there's no reason for a hat to be changed. It would be
ridiculous if that was allowed. Think about it, a guild works hard to reach their 1k goal. They design the hat and have someone make it. The hat maker and guild go back and forth making critiques until it's perfect. They let the staff know it's ready to go (along with maybe 5 other guilds that are ready) and the staff tests it, uploads it, any errors are fixed until the guild is 100% happy with the hat and the staff moves onto the next guild. The hat was made for
that guild,
those members, for
their accomplishments. Why would we let them completely do this all over again just because they got a new leader. That doesn't make sense and is unnecessary.
Not to mention that would be exploited to all hell. It's not fair that someone comes along and takes a guild that already has 1k and gets to make a new hat without even going through the effort of actually reaching 1k themselves.
A lot of people reach 1k rather quickly and staff don't want to have to dawdle around waiting on one guild because they're being complicated by changing their minds and wanting a new hat over and over again. It would be a mess if we allowed guilds to do that. There is literally no other hidden reason behind it. No one wants to have to deal with that just because someone can't make up their mind.

This answers my question indirectly, my situation was that the leader uploaded a version of the hat but the wrong one, therefore could I request a reupload or does the leader get the final say?

If they liked it then there's nothing that can be done. Yes, the leader would get the final say because like I said, the hat is being made for
the guild, not for you.
