Doesn't matter where they are explained, when a staff member denies an upload it is common courtesy to tell them what they did wrong, unless it's obvious which in this case it isn't.

He had to resort to Graalians in order to find out why it won't be uploaded which he shouldn't have to go through this much trouble. Not sure who denied it but try uploading it again since different admins always seem to approve/disapprove different stuff.
