Oh. Well, that is my question answered, more or less.
Wait, then why don't they get fixed? It's certainly possible, and it would make it look a lot nicer.

Depends on what you're imagining "fixing" would be. Remaking them is no easy feat. It's a very warped and horrible perspective to work with(thanks to LttP) and more importantly, works with a very... demanding set of tiles. It's very, very hard to make nice looking cliffs and have them work with the tiles already existing.
Second outcome would be to replace them with the original pics1 cliffs(that PC classic uses). This would be easy and desirable, but as it's been said, the problem is Stefan. Paranoia and such.
