A poll is not the right way to approach the problem. If 45% of the people vote in the poll no, is it still going to be forced? Just give people who don't want it the option to turn it off and leave it at that. You're not going to get any results from a poll that will allow you to make a "good" decision whether or not to force it on everybody.
