Okay so my advice is to come up with a clear vision of what the server's direction will be before even hiring people to a bunch of different positions. Mentioning the need for someone to make weapons when you're going to hold off on a custom system doesn't sound like the best thing to do. I would also put hats and heads on the backburner for a while.
What's going to draw people in, both players and developers, is the gameplay. I'd say the weapons system would be more important than a tileset, but both of those fall under different jobs anyways. So the devs should prioritize their goals (after realizing them).
I'd like to invest some time into projects like these, but it seems to me like the managers never have a vision for the server before they rent it.
