Here's what to do:

Take your bike, do laps around Castelia City for about 15-20 minutes. Level up Riolu. Should evolve into Lucario. If it doesn't, ride around on bike for another 10 minutes. Then it will be Lucario after another level. Then level the **** out of it and sweep

I did this... But I used Mimi instead, and No one killed her. She pretty much one-hit everything in her path.

Oh and did you know that exp. share is the most amazing thing in the gaem?  

It's amazing but it's what prevented my Dewott from leveling up.
My Eevee mooched off all the experience

It'd be in the GTS, and people could upload gym leaders and trainers to challenge. The only downside is that everyone would make the trainers/gym leaders overpowered.
