That's because there is a fee associated with uploading a custom item. Guild pic changes are free, so people will constantly change them to upload funny images or to show people screenshots. If there was a say 500 gralat fee to change your guild pic, it wouldn't be done often and would be used for its actual purpose, having an awesome logo for your guild. It wouldn't need to be that expensive because it isn't as difficult to moderate as a shield or custom head, since there are less complications with copyright and formatting. It would just require a quick check to see if it's appropriate. |
