I would look into Procreate. I believe it's for iPads iOS 11+, but iPhones have Procreate Pocket. Not quite the sure the difference, someone might be able to elaborate more - but could be worth looking into. I do believe they have one time fees though.

It sure is nice to have mobile editors now, I keep meeting players who had no idea  better spread the word again
