Well one would assume that you do since you asked for the graphics application to sign up to be a part of the graphics team

levels, scripting, sounddesign, graphics, animating, it all helps

The one I use for making gifs in general is GIMP. Here is a tutorial I quickly found. You could search up more about it. And I'm pretty sure there are other programs that can do gifs, I just don't know em.
