His head has shoulder pads on them, shoulder pads are a hat style that is sold.

If he really wants them, why not add them to the body? The keyword here is shoulder, it's not a part of the head for a reason therefore adding a shoulder design into a head makes no sense.

Some default heads have neckscarfs and shoulder pads, just because it's more apparent doesn't mean it's a hat.

Yet some admins still approve them, this shows that is is different interpretations of the guidelines.

they literally disapproved my current head 5 times because it had a beard and they thought it was a hat or mask lmfao before approving it.

Why are normal GP's who have the IQ of a peanut aloud to check uploads and disapprove a perfectly fine head.  

We just had an SLX head accepted by -I assume as she was online - Leah. So some noob admin banned my friend after we uploaded twice... still waiting for appeal response.
