Umm the "elves" are actually gnomes and the hammer is used to pound pegs to get to certain areas. Admins have them cuz thats the only way for them to get into said areas. Most questions answered. All that remains is when and how we will be able to get it...

As far as I know from the person who actually uploaded it, it was an elf. It may have been changed to a gnome since then.

No. Admins have them because admins can give themselves most items. Why would an admin need a hammer to get into an area when they can just warp there?
