How often is the spar rating leaderboard reset? I noticed that after I came back after some months, my rating on the leaderboard had reset.

Does it ever? Is there some sort of inactivity penalty? Is there an inactivity period per player when your score will reset  

i dont get spar scores so i dont care  

It might be like the guild score where if you don't spar a certain amount of days it resets. I'm not sure because I rarely spar anymore. I wouldn't bother with that score system it's ****.

Your spar points would have been reset because of the above post ya. If you really want to know how it works though:

DerivedRating = Rating - RatingModifier
DerivedRatingDev = RatingDev + RatingModifier

Spar Points = ((DerivedRating - DerivedRatingDev)*10000)/3000 


Where 'Rating' and 'RatingDev' are using the default spar system.

It's basically just an inflated characterization of the default spar ratings, summed as one number in order for it to be sorted into a list. It takes about a month of inactivity to go from 7403 (reasonably high score) to 5000 points (what you’re given by default) on the leaderboard. The longer you go inactive, and the more your rating deviation increases, the more your points drop by themselves due to its value being 'inaccurate'.
