Um this probably has been talked about before but why does the bottom farm of the grotto has grass that doesnt respawn after u cut it  

It's a mystery.  

just one of those things that hasn't been fixed forever, like the iOS guild search glitch

You have to be a mexican for it to respawn  

Its part of the destiny mount quest, u gotta wait for the relic item to spawn once u complete the previous step  

Same reason there is a ghost slide that appears.

I could try maybe changing the level. Or add a script on a timer that resets it every hour.  

Don't touch grotto!!!!!!!!!!!!!!!!!!!!!!!!! Nobody will ever use that farm!

Residual data from other areas gets carried over to the area where that grass is placed, causing it to not function properly. Similarly to some shops where you wind up getting sent down a slide after being in an area with a slide... it's not an easy fix.
