So I know they will stop at end of this month but .. will their be one for 2k or different times or only at 5k or getting rid of customize hats at all?  

No , they are scratching the whole current reward system and replacing it with a new system ...
This does not mean you won't get hats anymore , just means if you do they will be earner in a different way than before. This is being implemented because the current system is boring , not rewarding and not very interactive as all you have to is pretty much stand in a tower for a month afk most of the time.

I feel like 5k hats and 10k mounts might still be a thing due to the amount of time it takes to get there, just that this system revamp will encourage players to actually go for it.

My guess is players can now earn individual points as well as guild time and those points can be used for something, so now they only have to tower with a guild out of loyalty rather than 'whos closest to 1k'

I don't believe they will be a thing since they are part of the broken system ...
The only reason the news mention 1k and not 5k and 10 k is because statistically looking at the guilds it would be highly unlikely for someone to reach those goal by the end of the month
