What's the best way to loot move or stay static?  

I always looted around the new island where you get the bear hat/morph.

Just swim in a circle and grab all the loot you see, there's a good amount of water there and you can just keep swimming in a perfect circle around the island and always be constantly moving.

Dusty has stated the loot system has been designed to encourage players to move, so moving will always be better.  

It's helpful to have a mount that can hover over water. It's nice for getting around quickly.

I also remember this. This answer is correct unless changes have been made(and there is no indication of that.)  

Every time I try to loot using flippers, it puts an exclamation above my head and I just pop out of the water never finding anything, idk what the deal is.

Yeah I found no advantage while wearing the flippers+goggles combo so I just use goggles+flying mount combo.

When you exclamation pops up ober your head you have to click your flippers  

Thanks so much, I never knew as there lacks a FAQ on here for most things lol.  

Another tip is to put the volume up. You can hear a sound when a loot submerges to be looted.

Big City or Balamb island is where i usually loot. Big City has barely anyone there and is a larger amount of water, but balamb seems to pop up more loot to me personally.
