Would more appropriately be called the trade quest. It's a quest where you trade items with NPCs. The quest for flippers can only be done after you have given the fisherman the appropriate item because he needs it to catch the fish you need

Idk if they mentioned the new rps npc's on here, but to update it the minor rpser is just inside the rail road caves by onnet forest headed towards snowtown.
