You should be able to see it now, assuming you have bought at least one state:

Seems out of place on the "Character" tab. There's plenty of empty space on the "Information" tab.

Adding on, the state feature has nothing to do with the actual character as opposed to what's already in there.  

Is it suppose to delete the old state? I just lost my red mushroom state after buying the four leaf state.

If youre referring to the currently owned state (purchased before this update) not showing up in the folder, that is because previous to this update the state wasnt an actual item I'm pretty sure. Basically you just have to buy that state again to obtain it in your inventory, but they are very cheap so it shouldnt be an issue for anyone.

FYI All the previously bought states are still purchasable.
