Just do so they get a pm, so they can say Yes/No, then the problem is fixed .

btw, with the atm's you could do something like, you would get bank interest or loans .

If there's a fee and items are still allowed to be dropped manually, then I doubt anybody will use this. A small risk over losing 200g is one that players will be willing to take. Players already drop items on a regular basis, so trading them and losing 200g every time you do will just become stupid, and I won't be surprised if the trading system isn't used at all.  

No fee would be a much better idea, some people trade stuff for 50 shells which is equivalent to 200 gralats. You make no money doing the trade.
