There are a few shoulder pad thingies listed as hats, and I think those should belong with accessories givin that they do not cover the head or face, only the shoulders. Anything else that does not cover the entirety of a head or face should be an accessory. I think those 2017 glasses, as an example, could be an accessory.
Layering and stuff won't be an issue with full helmets and accessories mixing because people will either go for a good look or a goofy look, and people do that in MMO's.

I'd have to disagree with the shoulder part. Because we'd be forgetting the hood for example. It's something that would go on your head. Only difference is it is down. So somehow that makes it an accessory item?
Also layering does have a big issue with it. You can't assume everyone will want it for a goofy look. You need something that makes sense that something would be over it.
A good example for an accessory would be the shoulderplate at the old castle. It would make sense for a helmet to overlay it.or a mask.
A bad example is the hood, Because not only does it not make sense that a hood should not be a hat for obvious reasons. But it only makes sense that a helmet would overlap the hood in the FRONT view. But during the sides and back it makes NO SENSE and would appear your randomly trying to curl the hood under your helmet. As for mask it also only makes sense unless it is small and only on the face. But for like the admin event horns and mask hat. It makes no sense because the mouth mask would be overlaying the hood. Everything overlays the hood at the side and back views which makes the hood something that obviously shouldn't be an accessory (Ignoring the fact that being a hood by default make it obviously not an accessory)
