Last time I set it so Q would also close the menu it was removed :/
edit: This would be something that would probably be worth looking into, but at the same time probably wouldn't work out quite as smoothly as you originally plan. The biggest issue I can think of is:
1) Documentation. How would we tell these players that they can actually use various keys for shortcuts?
Maybe add an NPC at Balamb that guides you through keyboard shortcuts or something? Or if classic has a guide, like zone and era do it could be put there. But I don't think it does so maybe it would be a good time to add it.
Guide Menu used on Zone and Era:

2) Customization, or lack thereof. The more keys we add, the more players will probably want to customize them. That opens a whole different can of worms... We'd have to sit and create an interface meant for swapping keys and input, and then plug them all into whatever systems actively use them. I don't even know to what degree that can actually be done, because of the way the input systems are scripted.
If it can't be done I guess the best thing would be to not do it? I think better hotkeys are really something that should be done, whether they can be customized or not.
