I agree. GPs can be volunteers but development of the games needs to be by paid employees, otherwise things - especially on Zone - will stay broken and hideous. That said, I don't see Stephane ever fully committing to paid developers especially when he has volunteers still putting out work, even if it's half-assed work.

When the person overseeing all of this doesn't want to pay someone to maximize the game's potential it just screams "no passion" and if there is no passion put into something like this you will never go forward and it's obvious being stagnant (in terms of meaningful content) is not working. Graal would attract hundreds if not thousands of more players if development was an around the clock job not just something a few people do on a whim. At the same time it's probably hard to find quality developers even if you pay them.
