2 health for a card is hardly worth it. Why pay both health and mana crystals to draw 1 card? There's cards out there that will draw 3 cards for 3 mana crystals, and there's minions that have a battlecry that allows them to draw a card. There's so many ways to draw cards, and IMO spending both 2 mana crystals and 2 health is usually not worth it except in a few scenarios.
I feel like the other hero powers are better. Then again, I'm new.

For better situations/options. If there's enemy minion with taunt and I lack proper cards in my hand to answer effectively, I might hero power and draw a Shadow Bolt to dispose of it before playing a Doomguard to face and let the opponent deal with that next turn, providing I feel confident in my knowledge of what the enemy might have to answer. That would be a solid 10 mana play late game, providing useful cards are few and far between for my opponent at this point.
On top of that, hero power to Mortal Coil/Soulfire is great. Siphon Soul is another one of my favorites but I only have one
