possible, but in brawl, stage builder was in the “vault” section. not sure why they would remove stage builder from vault and put it on the main menu.

another reason why i’d expect some sort of subspace emissary mode is to unlock characters. of course completing classic mode or just playing a lot of multiplayer matches could be other requirements to unlock characters, but just through those two methods would get stale since signs are pointing to an 8 character starting roster. in an earlier announcement something along the lines of “the original roster may be as small as that of the original game” was said, and the 8 default smash 64 characters: mario, fox, yoshi, DK, link, pikachu, samus, and kirby all appear on the main menu.

if the green blurred icon does turn out to just be stage builder i’m hype anyways, loved stage builder.
