Games shouldn’t work to limit player options; they should encourage players to do what they want within the rules of the game. Killing a player who’s idling in the overworld is the same as killing an idling player in a tower. It’s only if the idler gets up and allows you to kill them again that makes it boosting.
Pking and towering are two of the biggest elements of iClassic. That being said,
one should not fix the other. They need to stand on their own.
