Those are pretty bad. You should be able to build something very adequate for within $500. Just buy the parts individually off newegg and build it yourself, trust me, it's easy and you will have so much fun doing it. Then when you're done you can say you built your own PC. It will be so much better than buying one of these. Especially the first one you linked.
For a GPU just get something like an Nvidia GTX760. They're probably less than $100. Will run GTAV in 1080p.
If you're not sure, you need these things:
-mobo
-case
-power supply
-CPU
-optional GPU
-hard drive
-RAM
that's it. if you have any hard drives or power supplies lying around you might be able to save some money. you shouldn't need to buy a third party cpu cooler if you're going with a low cost cpu. also honestly i would just go without using an optical drive because they are basically obsolete at this point. just install windows using a usb drive

Building your own computer is fun, but it’s not necessarily cheaper. Manufactures have the advantage of buying parts in bulk and making it cheaper.
