The Paris Climate agreement was useless cause every country got to decide its own limit on CO2 emissions.

Yes, but they had to be ambitious targets. This allowed countries to set realistic and achievable goals. It was by no means perfect, but was was a stepping-stone by getting countries moving in the right direction. Even if every country meets their targets, there will still be much further to go. It's just clearly a better solution than having no formal agreement.
