Welcome to Classic where most of the developers now have full-time jobs and no reasonable way to pass on the skills to anyone else. Honestly I'm surprised Classic still manages to get some actual content updates at all.
The skill of making graphics can only do so much on its own, and in the entirety of the Graal community only a handful still know how to proficiently script and the same goes for level designers. It's a shame but this is something that was going to happen eventually. Proprietary language gated behind a paywall and out-of-date tools from 20 years ago that no longer work on the current Windows OS does not make for a self-sustaining development field. I consider Classic lucky in the development force it still manages to have despite the aforementioned circumstances.
