Now I’m wondering if the devs are supposed to be putting appearance rates for hats, food, furniture, etc. for gifts, because gifts technically are lootboxes. (Edit: I also checked the slot machines and they also don’t have appearance rates.) Would Classic’s gifts/slot machines in their current state be violating the App Store’s requirement to provide appearance rates?

Gifts aren't sold as 'lootboxes' to user that purchases them. They're sold as a gift to give to someone else and bought with in-game currency which can be attained through playing the game.
None of the in-app purchases (Customization options and Gralat packs) via the App Store (which that section applies to) are RNG so I don't believe there's a violation of app store policies there.

There's most likely an equal chance for everything, no one just wants to accept the fact they're unlucky but rather pin the blame elsewhere.

There's the initial roll where it decides whether the gift is an item, hat, accessory, furniture, food or gralats. There was about a 30% chance of getting food or gralats this year.
Then there's the secondary roll one which specific one you'll get based on the type of gift which all share the same chance.
