Yeah there's a display error with picking up water balloons. I have 12 now, and they initially showed as 1 until I threw one, now it shows 12...
(Edit/update: the display counter does not change in inventory menu screen when you pick up a balloon, but it does when you throw it.)
Also, for the record, they do not put out the burning rubbish heaps at destiny.
