What is "it?" The bug/exploit that doesn't exist? MD just clarified why it was changed:
Has nothing to do with "glitchers/hackers," it's the fact that they don't want to allow refunds to let you purchase newly-released cosmetics anymore - which is fine, but people people were making misleading statements about the change (which people like you clearly believed)

The only reason a person would want to refund their upload to buy newly released cosmetics is if they were gaining gralats from the refund. If you didn't purchase the uploads and just saved your gralats for newly released cosmetics, you would be able to buy twice as much because when you refund your upload you will only be getting half of your gralats back.

It is a lie, there is no exploit as the system worked as intended like it always has according to the information found in this thread
