The problem with this is that they don't want to go into the trouble of doing this for every single idea that is similar to a previous hat (there are already so many restrictions on them), so it's bound to happen that there are more than one type of blue bow in the game.

It's not as common of an issue as you make it sound here. This is actually the first time I've ever seen GST hats just outright copied and remade.
Did you see the bunny hat that Striken had approved? There are tons of other bunny hats on the server:
You'll never see anyone complain about Striken's though, because it's unique and different from the rest of them. Leah could have done something like add yellow caution tape around the pylon, or anything to set it apart from being a direct copy of the US hat. Instead, she copied the exact same hat and remade it "at a different perspective." She did the exact same thing to Trollin's GST hat, even copying the animation, but apparently caught amnesia within the past few months and can't remember it ever existed.
She isn't going to admit her mistake and instead her friends and former bad staff members are going to flood the thread with nonsense to try and derail it and pass this off as something that every staff member has done, when in reality Leah is the only GFX staff to remake and release exact copies of GST hats.
