Her having a lot of candy isn't the basis for people accusing her of cheating, because people have seen her do it while PKing/BKing

Most of the people who are in the candy leaderboard used the same guild tag to call out NPC spawns and Pumpkin spawns and just spent a lot of time grinding it, if you ran across this girl while doing the event you can clearly see she was cheating, people were reporting her way before she even reached the top of the leaderboards

Anyone who automatically goes to "I have an expensive computer!!!" instead of denying it is a pretty obvious cheater
