If layers are what you say they are, surely they'd think about that before making the tileset...
I just hope we don't have to wait another long period due to restarting the tileset

It's not restarting the tileset, it's restarting the levelling, maybe with some tweaks here and there to the tileset (which probably would have happened anyway)
trust me, levels look MUCH better with layers
that is, if they're used correctly
