That's a problem with using the friend's list bar displayed at the bottom. Whoever you last clicked on that list, certain options won't appear in their profile.
If you want to fix it, click on a different person in that friends list bar, then navigate to the profile of the person you want to recruit through the actual game (the menu friends list, a pm, or clicking on their avatar)
