That's because they're not ROM hacks. ROMs contain information that's used in the game, including assets like graphics, music and so on. So what they do is make an entirely independent game, with their own code... but instead of going through the risk of hosting/uploading/packaging the copyrighted graphics, they make you provide the ROM and simply load the data from that instead.

Pretty sure all the ROM hacks I've downloaded never asked to me to go out and get the base ROM except for Liquid Crystal.
You can just patch the ROM then distribute it as the full game which I'm assuming is what happened with the other ROM hacks I've gotten.
Also looks like Nintendo America harassed the devs into taking down the download links.
RIP.
At least there's probably a metric **** ton of unoffical downloads out there.
