The game has always given high preference to more populated areas, which is ridiculous. When pokevision existed, i scanned random tiny towns far away, and there would only be 2 ****ty pokemon in the whole town. Zero pokemon in woods/fields/etc far away from any town.

btw, from my understanding, pokevision was run by bots who scan a specified path in an area. so maybe the reason only 2 pokemons showed up when you scanned the area was because pokevision just didnt invest their bots on ****ty towns, since a large number of their visitors live in the big cities etc.
i live in a ****ty town away from the city. i've caught a good number of pokemons like growlithes, machomps, and psyducks. ive gathered at least 130+ candies on those pokemons. my top 3 pokemons right now are 3 arcanines over 2000 CP. i even have 1 sycther, which to me, is kinda rare.
i wont deny the fact that theres a lot more ekans and zubats though, and that water-based pokemons are definitely out of reach for me. im just saying that ****ty towns actually have the same opportunities. i watched a video on youtube of a vlogger who lives in a suburban area who can get a range of the starter pokemons.
