Seems like vapereon is OP, which is weird considering it's an eeveelution. Why did vapereon get such special treatment compared to the other forms?

I think the OP part about it is less about the cp cap and more about the quickness and strength of the water gun as a whole. The fact that a water type that can get very very high cp is almost guaranteed a water gun is a recipe for strength, whereas flareon for example attacks seemingly half as fast.
