I just said it would be productive to have a GP or two dedicated to the general spar area- because that is where most of these people are abusing speed toggle anyways.

I find most speed hackers tend to hang at Master Li's dojo. The Battle Arena is second while Balamb Arena and towers tied at third.
Now if GPs were to monitor an area permanently, it wouldn't recommend Master Li's or the Battle Arena, but rather the exterior of Burger Refuge. Speed hacking is an issue. However, it is a harmless crime when compared to the amount of sexual predators soliciting underage photos.These deviants number tenfold the amount of speed hackers. While hackers are more or less spread out, they all seem to be outside Burger Refuge.
