I agree with Pig. Making a "level 15" room kind of puts us in a hole where we can't progress the missions... Besides, level 16 IS scripted in.
What was it before? Level 10? I remember everyone was like a set level for a long time and Hero +1'd everyone. Did he get special treatment? No. Because eventually, the jump was so minimal(like I think I had to do two missions to get that new level lol...). Making prizes for a set level would gridlock us. Instead there should maybe be like a system where having levels makes sense(like you can only buy x weapon if you're x level/getting zc boosts/new level)
