Kingdoms needs to make the game easier for new players before they do anything else. The game is not explained well at all, and too many low level things were made more difficult to stop higher level players from farming easily. I'm willing to bet that the new content being added is for lvl110s.

They moved all the treasure map monsters to various leveled dungeons on the main island, in addition to the current effort to make accessible level appropriate gear for all ranges of levels.
