The only way I can support them closing off overworld PKing is if they release an area (or several) designed and dedicated for the purpose of PKing.

Warp them to Big City's Volcano pit (or Big City itself). They could also use the War Room in Battle Arena.
Edit: Was thinking what if they use the War Room and the environment changes to (lava, ice, grass, desert) to accommodate with the Pking in there.
