Because no one is going to reach that goal between then and the release...

Anyway, I don't agree at all with the closed map, no overworld PKing mindset, but if they have to do it then they'd better be creating alterative, designated PK areas (like the one that was never used before it was replaced by the adoption center).

I don't think it's fair at all to tell people they can only PK at towers. Not only that, but it then tips the scale in favor of how rewarding it is to tower. PKing on its own should be a thing in some way, and it shouldn't have this natural tie to towering. The only way I can support them closing off overworld PKing is if they release an area (or several) designed and dedicated for the purpose of PKing.
